Mobile County Promotes, Hires In HR, Finance
The Mobile County Commission Administration has promoted Alisha Rowland to the position of deputy director of the department of human resources (HR), where she will help oversee all HR functions for the commission. Rowland was most recently the county’s HR officer for benefits and payroll. She has served the department in increasingly responsible roles for more than 10 years. Her career spans 27 years, primarily in governmental HR and finance, but also includes information technology. Rowland holds an MBA from Kaplan University and a BS in business administration from the University of Phoenix. She is an International Public Management Association for HR Certified Professional and holds a Certificate in County Administration from the Association of County Commissioners of Alabama. She is also a certified governmental accounting technician and member of the Alabama Association of Public Personnel Administrators.
Additionally, Natasha Neese, a certified public accountant, was hired as deputy director of Mobile County’s department of finance. Neese will help formulate policies and direct activities to ensure effective and efficient use of the Mobile County Commission’s financial resources. She brings 15 years of increasingly responsible experience in corporate, private and government finance departments and is rejoining after five years as the director of finance for the Mobile County Sheriff’s Office. Neese is a graduate of the University of Southern Mississippi and holds memberships in multiple organizations, including the Government Finance Officers Association, Government Finance Officers Association of Alabama, Alabama Society of CPAs and Association of International Certified Professional Accountants.
