Mobile Mayor Sandy Stimpson Announces New Positions In Leadership Team

Moving into his final year in office, Mobile Mayor Sandy Stimpson has announced several administrative changes and promotions within his executive leadership team that reflect his commitment to achieving key objectives over the next 12 months and will result in promotions for several employees across multiple city departments. Stimpson’s recent administrative changes include the following: Joe Snowden has been promoted to deputy chief of staff. After retiring from the U.S. Coast Guard, CAPT. Snowden joined the City of Mobile in 2018. Since 2020, he has been the director of Administrative Services, overseeing several critical city operations. Scott Collins has been nominated as executive director of Finance. Collins, who is currently deputy director of Finance, has extensive experience in local government. He has served several cities in various roles, including police officer, purchasing manager, finance director, city manager and council member. (Subject to approval by the Mobile City Council). Candace Cooksey has been promoted to senior political advisor. A successful political consultant who helped lead Stimpson’s first two mayoral campaigns, Cooksey has nearly 20 years of public affairs experience. She joined the city in 2020 and has previously served as the director of Communications and Governmental Affairs. Jason Johnson has been promoted to director of Communications. Formerly an award-winning journalist, Johnson spent years reporting in Mobile before joining the city in 2020. He has served as media relations manager and deputy director of Communications. Rosemary Ginn has been promoted to city engineer. Ginn spent 12 years as a transportation consultant prior to joining the city’s Engineering Department in 2005. She has had several roles and has been an assistant city engineer since 2013. She brings a wealth of knowledge to this new leadership role and will be the first woman to serve as Mobile’s City Engineer. Matt Anderson has been promoted to director of Civic, Cultural, and Maritime Affairs. Anderson served as special assistant to Mayor Stimpson and special projects manager before becoming the director of Civic and Cultural Affairs in 2020. In addition to his previous duties, Anderson will now oversee operations at the Mobile Alabama Cruise Terminal.
