ADCNR Names New Deputy Commissioner

The Alabama Department of Conservation and Natural Resources (ADCNR) announces that Charlanna Skaggs has been appointed by Gov. Kay Ivey to serve as deputy commissioner for the department, which oversees the conservation of the state’s natural resources and helps promote outdoor recreation such as hunting, fishing and shooting sports. Skaggs has served as ADCNR’s General Counsel since 2019. She replaces Edward Poolos, who was recently selected as the new director of the Alabama Department of Environmental Management (ADEM). Skaggs earned a JD from the Cumberland School of Law at Samford University and holds a BA in English and literature from Auburn University at Montgomery. In the private sector, Skaggs specialized in complex commercial litigation. Prior to joining ADCNR, she practiced law with the Hill Hill Carter law firm from 2008 to 2019 and was a partner at Sasser Littleton from 1999 to 2008.
